Designated by the Government of the Philippines on July 7, 2015 to serve a 6-year term as a member of the Panel of Arbitrators of the International Center for Settlement of Investment Disputes (ICSID). ICSID was established by the Convention on the Settlement of Investment Disputes between States and Nationals of Other States. The ICSID Convention was formulated by the Executive Directors of the International Bank for Reconstruction and Development (the World Bank).
Advised the Board of Directors on sensitive and confidential matters; revamped the rules governing the conduct of administrative cases; worked with the bank's General Counsel and other officials; performed other tasks as directed by the Board.
Investigated questionable government contracts, projects, and transactions, examined witnesses, conducted fact investigations, drafted reports for the Committee, and advised the Chair and members of the Committee on various matters. Prepared the Committee Report on the PIATTCO case, among others.
