Oversaw the development of more than 40 reports produced by Committee staff, as well as the passage of the Implementing Recommendations of the 9/11 Commission Act. July 2003-Dec 2004 Served as Democratic Counsel for the Subcommittee on Cybersecurity, Science, and Research & Development and provided support to its Ranking Member, Rep. Zoe Lofgren (CA) and Full Committee Ranking Member Jim Turner (TX) on matters relating to cybersecurity, privacy, civil rights/liberties, critical infrastructure protection, law enforcement, information sharing, and emerging technologies.

Investigated and prosecuted cases relating to online piracy and criminal intellectual property violations. I was the Co-Author of the "Electronic Frontier: The Challenge of Unlawful Conduct Involving the Use of the Internet, A Report of the President's Working Group on Unlawful Conduct on the Internet."
