Brought in for the organizational transformation/change efforts in areas of operations, corporate business management and governance. Quickly assessed the organization against P-CMM, CMMI, PMBOK and best practices then proposed new policy, enterprise architectures/ frameworks, delegated authorities, and methods for improving efficiency and differentiation in the engineering market. Participated in business development strategy, engineering proposal writing and reviews as well as recruitment of key personnel for information technology domains and cyber security information and event management (SIEM).

Oversaw growing day to day operations over $40 million in annual revenues across dozens of information technology complex programs/ tasks/ cyber services (LCSS LTSSC GIS combat operations visualization and data layers, CFWC Joint Fires simulation, DRDC Research and Development public security etc); provided cost centre (profit / loss) direction, business intelligence, and risk management within Joint Command and Control, Intelligence, Surveillance, Reconnaissance (JC2ISR). Applied PRICIE (People, R&D, Infrastructure, CONOP and Doctrine, IT, Equipment support and sustainment) in approx $6 million for prototypes, competing for estimated $300 million full contract. This high -risk management prototype and manufacture project required weekly and event-driven reviews of concurrent technology development critical paths, and well as creative adaptation of actual progress to ensure early integration and operation test and evaluation. Created team architecture and protocols; defined job descriptions, competencies, skills and performance criteria. Led all aspects of delivery of ICAO-compliant NavCanada HF long range radio communication system transmitters for installation in Maritimes and Northern Canada (federal government procurement). Led the establishment of international teams, processes, life-cycle supply chain logistics for in-service support. Created WBS, schedules, plans and oversaw critical path reviews for concurrent technology development that would optimize deliveries for Northern summer opportunities. Ensured corporate profit guidance was maintained while keeping a positive relationship with Customer, while motivating/ helping an overwhelmed subcontractor to successfully deliver.

Led planning, scheduling, risk management and product line delivery, training and deployment of Canada's first Army operational IT-intensive mini- UAS / UAV / drone fleet procured; oversaw LCMM / MRO support from upgrading production through to testing, training, improvement, international partnerships/ logistics and in-service support (ISS); had key role in proposal development and concept of operations refinement.
