Executive Summary – Marcantonio Global Partnership with NAVSEA PEO USC (PMS 501/420) Under a formal Memorandum of Agreement (MOA) with NAVSEA PEO USC (initially PMS 501, subsequently transitioned to PMS 420), Marcantonio Global served as the designated lead for strategic innovation initiatives from 2019–2025. This partnership provided direct, trusted-agent access to Navy program executive leadership and enabled rapid integration of disruptive technologies into maritime unmanned systems and autonomy programs. Key accomplishments include: - Architected and executed Defense Logistics Innovation Forum (DLIF) 1.0 and 2.0, establishing a flagship venue for SES/Flag-level engagement across the DoD, Intelligence Community, and Allied partners. - In close coordination with DLIF Government Co-Founder Mr. Frank Moretto (SES), cultivated a decisive network of senior Navy, OSD, Joint, and coalition stakeholders, directly informing OSD Policy’s Defense Technology Innovation Program during Marcantonio Global’s tenure as Deputy (2019–2023). - Developed and delivered scalable acquisition frameworks, coalition-ready use cases, OTA prototypes, and concept papers explicitly aligned with PMS 501/420 S&T roadmaps and the Navy’s FY26 Autonomy Surge imperatives. - Accelerated delivery of operationally relevant, coalition-grade capabilities through structured technology transition pathways and recurring strategic forums. Mr. Moretto's final act as a NAVSEA Innovation S&T leader involved partnering with Marcantonio Global, an OUSD Policy Executive Secretariat partnership and established and co-directed the Defense Logistics Innovation Forum. This forum served as a collaborative platform that united over 1500 + industry leaders, defense officials, and SMEs to tackle innovation challenges. The DLIF Community of Interest spanned across 180 DoD, Fed, IC and Allied Nations. The primary focus was on fostering innovation and developing advanced solutions to enhance the efficiency and effectiveness of logistics operations in support of Naval defense objectives. Government, Industry, and Academia engaged in meaningful discussions, shared insights, and explored emerging technologies such as artificial intelligence, robotics, and advanced manufacturing, operational energy resilience, quantum sensing, and autonomous unmanned systems. The forum also provided a valuable platform for networking and collaboration, enabling stakeholders to build partnerships and drive forward-thinking initiatives that support the warfighter. By attending the DLIF, SE and Flag Officer participants gained valuable knowledge and actionable insights into the latest advancements emerging technology innovations, helping the OSD component fill urgent and emergent operational needs. The forum's emphasis on innovation and collaboration made it a decisive event for those involved in defense logistics, innovation, and supply chain management. In 2024, The DLIF was operationalized in the National Armaments Directors Innovation Working Group, supporting the Ukrainian War Effort. This effort was co-chaired by OSD Acquisition Weapons and Platforms SES Smithcarroll and supported by Major Gen Vaughan, Executive Director of the OSD Joint Rapid Acquisition Cell, highlighting the forum's significant impact on enhancing the tech scouting, assessment, identification, and deliverance of urgent operational capabilities to the warfighter.

This Forum introduced cross-level revolutionary technologies that impact present and future operational concepts and capabilities for the Joint Commanders and Interagency leaders across the spectrum of conflict. These responsibilities are accomplished through the Deputy Assistant Secretary of Defense for Military Community and Family Policy and the Chief of Continuing Education in the Educational Opportunities Directorate.

AGC International is a 70 year old company, based in the Springfield, Missouri, USA and is a world leading manufacturer of petroleum fluid distillation and filtration equipment. AGCR&F manufactures a modular waste oil re-refinery capable of processing up to 200+ tons per day (or fewer) of waste oil feedstock into multiple groups of base oils and low sulfur diesel fuels. AGCR&F re-refineries can be scaled to increase refining throughput flow and volume capacity. A single re-refining line is able to process up to 30,000 MTs of waste oil annually; additional lines are easily added if necessary. AGCR&F is a proven proprietary system to cost-effectively process waste oils, like used motor oil, and marine slop oil wastes both efficiently and with no environmental impact. AGCR&F re-refining process requires no chemicals, no hydrogen and produces no atmospheric emission and removes sulfur below European and American requirements for base oil and high performance fuel. It is an entirely net zero energy system by running on the light end fuels produced in the re-refining process. This “green” technology uses a vacuum distillation and filtration process of re-refining that is approved by the world’s leading expert on oil refining. The size of a single re-refining line is smaller than a tennis court.
