* Lead/oversee all functions/staff of Procurement Department * Purchase all materials and supplies for organization * Manage the in-flow of all materials/supplies, and manage the flow of all off-site (farmout) materials and services. * Manage all contracts / negotiations involving materials, services, infrastructure, energy, maintenance and others as needed. * Develop vendor/Contractor quallification criteria and implementation of formal semi annual "scorecard" review/reporting process. * Develop, implement and sustain effective policies, procedures and systems to manage all materials and supplies inventories including min/max levels, reorder points., etc. * Overall management of supplier selection and relationship structure * Manage supply chain to gain reduced lead times * Oversee supplier negotiations * Utilization of "lean manufacturing" strategies to gain most effective inventory levels.
