Following the collapse of Carillion I was retained to mobilise the Heathrow Terminal 5 cleaning operation under a new contract with Mitie. The initial programme provided 3 1/2 days to seamlessly transfer the 350 staff & supporting infrastructure whilst maintaining continuity of service to Heathrow Airport Limited (HAL) & tens of thousands of passengers. Following successful transfer my brief expanded to include Transition & Transformational reviews & execution plus a detailed commercial review of the implementation.
Leading Amey's contract with the City of London Corporation to supply street cleansing & waste collection services across 'The Square Mile' & with City of London Police to provide fleet maintenance services. Primary objectives were to transform service delivery performance to achieve contractual KPIs in an output contract & to greatly improve senior client relationships. This was successfully achieved during the assignment through; - Process improvement in Operations, Commercial, Sales & Back-office functions - Creation of performance data capture & reporting regimes - Prioritisation & allocation improvements in scheduling function - Team development, reffocussing & education - Development of highly collaborative relationships with client leadership & delivery teams - Leading the real-time response to the London Bridge Terror Attacks
Development & leadership of the strategy & team to through the early stages of a c£600m technology offering to Highways England. This was a very high profile, strategic opportunity with Board support & interest to expand technology capability. My role encompassed development of the Win Strategy & Themes, development of the preliminary & main bid teams, production of a very high scoring PQQ & functional leadership through the first phase of Competitive Dialogue. The PQQ submission scored 92% & secured one of only three places in the dialogue phase.
I held two distinct assignments in supporting the service delivery contract for a Joint Venture Partnership between Bristol City Council & three neighbouring authorities maintaining traffic management systems throughout the region under an output based contract. Initial Brief To review end-to-end delivery practises & culture on both contractor & client-sides to facilitate a Recommendations & Action Plan for submission to the Project Board with representatives of all client organisations & the contractor. This role was sponsored as being a neutral position but required tangible plans to address issues throughout the delivery chain, requiring as much discretion as assertiveness. The Recommendations & Action Plan was accepted unanimously by the Project Board & I was then retained to deliver it for the contractor at a time when the contract was under threat. Delivery Brief The Action Plan was successfully delivered during Contract Year 2, providing a stable & consistent operational & commercial platform for all organisations to build upon for the future in a contract with a potential 14 year term. Key activities encompassed; - Development & implementation of a customised work flow management system - Implementation of more suitable work scheduling & allocation processes, controls & reporting - Challenging prevailing culture, attitudes & working practises in all organisations
General & programme management of the business unit providing field operations installing and maintaining the Highways Agency motorway telecommunications network and infrastructure in England as part of the HA NRTS Project. As part of an output-based PFI contract there was constant focus on both asset availability, responsiveness and safety. Principle achievements include; - More than 1 million safe operating hours over a period of 54 consecutive months underpinned by a behavioural safety implementation - Continual shaping & development of staffing structures & individuals to optimise short-term performance with long term continuity and contingency - Significant improvement in contract profitability
