Coordinated project assessments and evaluations; Managed staff, including staff recruitments coaching, mentoring, performance and objective setting; Led the pre-qualification of the contractors (transporters, C&F agent, commodity surveyors and cash facilitators) involved in the commodity handling and procurement both in Somalia and Kenya; Ensured timely preparation of the commodity AERs and also closely monitored the commodity pipelines to ensure timely call forwards of commodities. Prepared quarterly reports using QWICR, Coordinated and carried out capacity building of partners and staff on commodity management supply chains as well as CFR 211 compliance. Led and supported the program proposal development process and negotiations for funding with donors; Led the country office Emergency Preparedness process; Deputized the food sector coordinator and represented the project in various forums.
The Rural food security program was a USAID title II program funded project delivering and distributing about 40,000mt of food aid in South/Central Somalia annually. My responsibilities included; Management of the transport, C&F and warehousing contracts and contractors handling the food aid to Somalia; Conducted Logistics and commodity management trainings for the staff and partner NGOs; Supported food distribution activities, including, beneficiary targeting and registration; Developed the CARE Somalia food aid management guidelines for the CARE Somalia; Coordinated the service procurement tenders, vendor selections and appraisals, prepared and managed service contracts for the program; Prepared program commodity call forwards, distribution plans and releases authorizations; Prepared the transport and Logistics documents in line with the demand of the operations and in compliance with the Donor regulations; Prepared and managed the commodity Logistics budgets and the financial reports; Generated commodity and Logistics quarterly and annual reports to the Donors; Prepared commodity and Logistics audit both external and internal for the program.
